I plugged in the phone on the charger, let it sit for about an hour and a half with locked screen. I made sure both Siri and VO were U.S. English. One-finger double-tapped compact voice to turn it on and then one-finger double-tapped it again to turn it off. I then touched U.S. English under voice-over, almost right above compact voice and double tapped it again to choose it and she was back. Have no idea why it worked but deep sigh of relief!
