The IPhone XR doesn’t have taptic feedbvack.
I figured out that when voice over starts reading items on the screen as I move my finger from the top or bottom of the screen that I am moving it too slowly. When I move my finger a little faster the tones are all that are “spoken”. I also figured out that if I do not hear the tone at the top or bottom of the screen that I have not started my finger movement in the right place. This will show up as a small dot on the screen that you can actually set to utilize the home gesture, app switcher, Notification Center and control center.
