Now for me, Voice Dream did not show up in Siri Settings until I opened up the Voice Dream app. But from what you have said, you have done this, and like Richard, I would not think this is a country specific feature. Just to make sure you are looking in the right place, once you go to Siri Settings, double tap on All Shortcuts, they are listed alphabetically, so Voice Dream will be near the end of the list.
