I have never had one to fail and have sent to Android and flip phones, but I did turn on SMS.

Below that it explains that SMS is used when iMessage is not available. Since Androids cannot receive iMessages this has to be on. If it is, and still does work, I'd call Apple Accessibility. When I dictate a text message using Siri I almost always get a “message sent failure” prompt. I don’t have this problem when I type in a text message either using the onscreen keyboard or MBraille.
