Hi Linda, Theoretically, when you make a call, you should have a numeric keypad on the screen. With that in mind, just take the phone away from your ear to activate speaker phone mode and use Voiceover as usual on the screen to find the correct number and type it. The keypad will act like a keyboard for this purpose and should emit touch tones on successful entry of a number.
