It says you get 2 month of free Skype calls to mobiles and landlines in 34 
countries. It doesn't say anything that you have to keep that subscription 
afterwards and I think you can still make calls to other people who have Skype. 
This is no different than if you use Skype on the iPhone or your computer. I am 
pretty sure it works off whatever you have for your Skype account already. Here

Apart from what I just sad, I forgot to answer the initial question: you open 
the Alexa app on your device, go to skills, search for Skype, and enable it. 
Like I said though, it says nothing about that you are subscribing to a plan.
