If you turn on Photo Library, all your photos and videos will be backed up to 
iCloud, and you'll have the option to optimize storage by putting 
low-resolution versions of your photos on your phone. I'm pretty sure that if 
you delete a photo on your phone, it will be deleted from your iCloud library, 
though. If you want to keep the pictures but not have them on your phone, 
you'll need to put them on a computer. I haven't used an iPhone with Windows 
for a long time, but it used to be that when you attached an iPhone to a PC, it 
showed up in Windows Explorer, and you had access to one folder - the one 
containing your photos. If that's still the case, you can copy the photos to 
your computer and then delete them from your phone. If you have a Mac, you can 
use the Photos app to import the photos on your phone.

Your phone has some other built-in ways to manage storage. You can set up music 
to remove tracks you haven't played in a long time. You can set your phone to 
offload apps you haven't used in a while. The app data is still there, but the 
app is not. It will be downloaded from iCloud if you need it. The only downside 
to this is that if the app has been removed from the App Store in the meantime, 
I don't think you can get it back from iCloud.
