And, if the reboot or hard reset also don't help try Reset Network Settings in Settings > General > Reset. Remember that if you do this you have to reconnect to your WiFi including entering your WiFi password and if you had named your iPhone something like "Dulce's iPhone" you have to go to Settings > General > About and double tap on the name field which after a Reset Network Settings will just have "iPhone" in it, you can then edit it and call it whatever you want.
