I am not running watch OS 5, but unless things have changed, this is not 
possible.  Either your watch makes a notification sound, or your phone will.  
There is not a way to have a sound come from both devices.
Now, notifications do go to both devices, it is just that both devices do not 
make a sound.  You choose which device makes a sound.

Personally, since most notification sounds on the watch are the same, I wish 
you could either be able to change the sound that you get from the watch, or be 
able to have a sound from both if you want.
