Reggie, First I do not understand why you cannot send text messages using Siri because you (as far as I recall) have not explained the problem. Are you having trouble activating Siri? Are you speaking to slowly and Siri thinks you are finished before you actually are? What exactly is the problem. Second, I'm not sure what your issue is with rebooting the phone and turning VoiceOver on/off. Turning the phone off and back on is effectively rebooting the phone. That part of your message was a bit confusing.
