Hi, In my experience Siri always send the messages but the sound that normally accompanies sending is not heard. I could confirm this because I sent it to my husband who was next to me. This might be a silly question but is the sound missing the indication that you didn't get the text sent? Maybe it got sent and you didn't know because there was no feedback.
