Personal hotspot is on. But there is one setting with in general and internet tethering. Here it asks for my APN, user name and password. These fields are blank. The same fields are there also for MMS, proxy etc. APN, user id and password fields are blank for all of them.
With in personal hotspot setting it shows my phone as "Now discoverable" it tells under what name my iPhone can be discovered and it also tells the password I have assigned for it.
