You can also hold down the home button again, you don't always have to
double tap the listen button. As a side note, Siri spoke while Voiceover was
on in iOS 5, with no issues, so I'm thinking it's a bug in 6.

I don't hear anything when I turn off Voice-over and use Siri, in fact, it
said absolutely nothing so I figured maybe she was not there.

Hi, when Voice Over is enabled you have to double-tap the listen button at
the bottom center of the screen to keep the conversation going. This is
because while Voice Over is enabled, Siri doesn't automagically speak just
in case Voice Over's own voice might interfere. It's honestly annoying the
way it does it, but it's always done it and I'm not sure of how Apple could
make this better. So for that reason if I am going to be using Siri for a
lot of things I just turn off Voice Over and do my thing.
