I just tried this as I understand it on an IPhone 5 and an IPhone 4 both running IOS 6. I went to applevis.com and then navigated by heading and all worked fine. It read the heading and read the headings with the links when I went to those headings and it stayed there ready for me to double tap. I double tapped on one and it was fine. I then hit back and moved back and forth by headings and it was fine. When you say you have to look for it and then double tap quickly, do you even mean if you find it with your finger on the screen it won't even stay there then? When I tried this I did not have any other open tabs in safari. I always try to close them all when I am done with safari.
