Outlook.com just as Gmail accounts are free and you actually would set it up as an Outlook.com account type not an Exchange type. Outlook.com uses Exchange Active Sync which is slightly different from full Exchange, but it works perfectly well for mail, contacts, calendars, notes etc. and push notifications are not a problem using the native Mail app on the iPhone.
