So does "apps which have been returned" mean something like apps which search 
has found?

I don't get what "apps which have been returned" means? To me, a "return" is 
taking something back after it's been purchased. This doesn't seem to fit with 
AppStore purchases, which can be deleted and a refund request be pursued. I 
just don't get what the "return" refers to.

Yes what you are missing is the fact that there has been some problems with 
searching for apps and reliably getting to the results. So, Apple has been 
working on changes that has improved the accessibility in some of these areas.
