Hi, I have am running ios 12.2 and did not receive such a message on my iphone 8+. Wondering if that is a bug?

Janet Message if you see one of the cellular update failed or apple pay not available alert after a update or a restart, one of these alerts iOS detected an issue that requires a repair what Janet seen; cellular update failed if you see this alert it might mean there is an issue on cellular modem of your iPhone and this means you can't receive or make calls or send text messages or access cellular data. Janet did use another phone to call herself on the Xr phone, and the call did come through though. apple pay requires an update, if you see your iPhone can't use apple pay until it has been updated, you will need to update. If you restore or erase your phone you might not be able to activate your device if you see these alerts, you will need to take your device to an apple store. Janet did check Apple pay through settings, and the message from that says; I've reached the maximum of 12 cards, and I will need to remove at least one card before I can add another one.
