Devin and Richard, When I had polaris connected via bluetooth, I discovered that my on screen keyboard was present. But, when I disconnected polaris, I no longer had an on screen keyboard. I did check settings and the keyboard is on. I also discovered that I can not enter information in to contacts.

I assume you have cleared everything out of the app switcher. One strange thought would be to go in to settings, General, Keyboard and delete the standard English keyboard. Then power cycle your phone. Then go back and add the English keyboard again. Just grasping at straws here.
