That is because you have basic voice mail and not visual voice mail. With basic voice mail you tap on the Call Voice Mail button, you then are connected to your voice mail where you can listen to your messages and press various buttons to delete a message, save it again etc. With visual voice mail after you go to the voice mail tab you are presented with something like an Inbox where any calls you received where the caller left a voice mail are displayed in a list. You can then tap on any of these and you can play the voice mail, read a transcript of the text (that often is very bad since iOS basically tries to understand whatever the caller says and then translates it into text) and you have buttons to delete the voice mail and maybe some others. If you have visual voice mail any messages you delete are placed in a deleted section where you can still recover them for a time if you wish.
