Don't know much about using DropBox or One Drive, though I have DropBox on both my phone and computer.Yes, if you use one of these services you would have to have access to it both places.

If it's dozens or hundreds you can connect your iPhone to the computer with the Lightnig cable and access the photos simply via File explorer and copy them to a folder on your PC just as if you were copying from a USB drive. If you want to do this automatically you could install the iCloud Control Panel and set it up so photos from your iPhone are also automatically synced to your PC although while I had this set up before, I am not sure if it is accessible now, for some time it certainly was not. The last option would be to use Dropbox or OneDrive, both services can be configured to work similar to iCloud Photo Library or Photostream which means if you do enable this in either Dropbox or OneDrive, any photo taken on your iPhone will automatically be saved to your Dropbox or OneDrive and as such there will be a Camera roll folder on your PC where all these photos automatically appear.
