Yes, I have this exact same issue.

Please send them feedback from within the iOS app and in the Apple App Store.  

I was so surprised to discover this bug… CapitalOne has been doing so well with 
accessibility for so long.  These things do happen and we must all let them 
know that the bug exists.  If you have a twitter account, please send them a 
tweet, as well.

Hey guys,

OK, do any of you use the capital 1 app?  I have been using it for quite a 
while but recently found a huge issue.  So i log in, and go to 1 of my cards. I 
double tap on it, and normally i could swipe and it would tell me my current 
balance and available credit.  It’s not doing that.  It keeps saying possible 
text.  Any thoughts, did capital 1 screw something up in the accessibility, 
anyone else seen this?
