Have you tried the Weather Underground app? Once you put in your location,
it will give you chances of precipitation. You can also set weather alerts
for hurricanes, tornados, thunderstorms, winter advisories,floods, high wind
advisories, heat advisories, fog advisories and fire weather advisories. It
is a great little app and very accessible with VoiceOver.

Since the latest update we get no more precipitation probability
information in the weather app that is native to the phone.
Anybody can recommend me a free alternative that works well with voiceover
