There are 4 different volumes on the phone that I know of. 1. The volume for Siri can be changed with the buttons when Siri Is talking 2. The VO volume can be changed with the roter if you have “Volume” selected in VO Settings > Roter 3. The ringer and other alert sounds can be changed with the slider in Settings. If you have “Change with buttons” off, it should not be affected by the buttons 4. The overall volume of the phone, which affects music/videos and VO, can be changed with the buttons and in the Control Center
