Hello Eve, Believe it or not, I've actually seen a variant of this issue on both iPhone 7 and 8 models.
The only easy solution that I have discovered is to first sync the phone with iTunes on a computer then restart the device. For whatever reason, this seems to resolve the issue. If you do not have an iTunes computer with which to sync your iPhone, then you may have to use the reset all settings option on your device. If that does not work, then call Apple support although I doubt that the average rep will have much experience with this particular glitch. Not that it will help you at present, but I am certain that Apple is aware of this glitch and, hopefully, it will be addressed in iOS 13.
