You already answered the question in a way by saying “it’s 9 characters shorter”. A web search for “Why does #A11Y represent accessibility” gave me this: a11y, the abbreviation stands for accessibility, with the "11" in the middle representing the 11 missing letters of the word. So yes, it’s 9 characters shorter because you replace 11 characters with 2. Similar abbreviations used are i18n for internationalization (a 20-character word and you replace the 18 middle characters with the number 18) and l10n for localization (a 12-character word where the middle 10 are replaced by the number 10). It's used by lots of people in the accessibility community, so a search for 'a11y' finds useful and relevant content.
