If it was setup at one point and the triple click home for VoiceOver is not available, and if Siri is not available, the only way I have done it independently is to connect it to a computer running iTunes, select it when it comes up, assuming you can get beyond the two factor authentication; and then tab a whole lot to setup accessibility and turn on VoiceOver. Or, use your phone with Be My Eyes and have someone walk you through turning on VoiceOver through settings. Richard
