You ask a good question.  

I'm not certain; it would depend upon the specific settings of Safari.  

However, my guess is that Safari would open the HTML file as though it were a 
web page.  This would have the advantage of allowing a person to select which 
link to add to Safari and, for that matter, where in the browser one wishes to 
place the bookmark.

I am curious. Do you think that doing that would merge the files? So let’s say 
you have Safari bookmarks already. And you want to add some that you bookmark 
in Firefox or chrome or whatever. And you do the steps that you recommended. 
Will the result be one merged bookmark file? I know on my PC, my Safari 
bookmarks are in there. I just had to tell Firefox to add them or include them 
or I forget exactly what the word was. But it’s all part of the all bookmarks, 
so it’s very easy to search in.
