Hey Donald, This table is not using basic html correctly. I can create a table for you and see if VoiceOver is still acting weird with it. Even on my computer it’s acting a little strange. I think they used very basic html and didn’t use the proper row or table header tags. This site is done by Oracle, the second table is done with Java Script and it’s meant to look more accessible as JS was developed by Oracle.
