At my job, we often gift apps to clients to further their training. for a few weeks, the option to gift apps has disappeared. The process was, to find an app in the app store, double tap the name, double tap on More, then select gift app instead of share. Now, there is no gift option. I've reported this to Apple and Apple Accessibility. I believe this may have been there since 12.3.1. The more people who report this, the faster it will be fixed. This cannot wait until iOS 13,.
