Hello Don, I am by no means an expert on this but I would have to say, at present, that the answer to your question is no.
In general, I think of an iPad as a single primary-user device. While you can certainly have other people use it, it was not designed to support multiple primary-user profiles. Now this may change wit the release of iPad OS, but I doubt it. Of course, this is merely my opinion.
