Hi Joy, There are no apps which are very accurate, if you want the level of accuracy you describe you have to use an app which puts you in touch with a human helper such as Be My Eyes which is free or Aira which requires you to pay a monthly subscription or purchase a hardware colour identifier like the Colorino or Rainbow 2.
