Your voice over rotor cursor seems to be on the change rate. To avoid this problem move the rotor to another location like headings or words or characters, depending on the kind of gestures you want to perform. If you like to move by headings when you swipe down, set the rotor cursor on headings. If you want your swipe down to move word by word, set the rotor on words, and so on. I hope that helps.
