Hi Joe, You should have the setting to control sound volume with buttons. It's a little above the one for picking your ring tone.
You can try a couple of things for adjusting VoiceOver. Adjust it while VoiceOver is speaking, but no other sound is playing. The other thing to try is putting Volume on the rotor and adjusting VoiceOver with that. Go to VoiceOver Settings and choose Rotor to find this option. I hope that's of some help.
