If you go to settings, Phone, there should be a heading titled something like silencing calls. Then below the option it says:Calls from unknown numbers will be silenced, sent to voicemail, and displayed on the Recents list.
Incoming calls will continue to ring from people in your contacts, recent outgoing calls, and Siri Suggestions. Richard Always look out for #1, and be careful not to step in #2.
