In June, with an early beta of iOS 6, I put my AT&T SIM in it while on the
plane over to the US and was indeed presented with an activation dialog. I
managed to bypass it without accessing the Internet but am not sure
precisely how.

Subsequent to the official release of 6, I have put another network's SIM in
that has never been in the phone before without this issue.
