Siri doesn't always talk. Sometimes, what is asked, Siri says something like, this is what I found, check it out. That is usually a web site or three. If the Siri feedback is set to always, and you ask a question that Siri finds on the web, that is what you get and you have to use VoiceOver or Speak Screen, to read the answer.
