Who's the provider for this POP email account? Is it the same company
that's providing your internet connection, such as Time Warner? I assume
this POP email account is working from your PC. Does it work from your
phone when you're on the same network as your PC? It used to be the
case, and it may still be, that in order to prevent their servers from
being used by evil doers, that you could only send email from systems on
their networks.
Either way, the best thing to do will be to search the web for waht SMTP
settings you should use on your phone for whoever's providing the POP
email account you're trying to use.

would an i map account be better? If so, I would need to get the settings for it. I
have the POP account information on my PC, so this is why I did things the way I did.
