In a way they are getting very small since an LTE Apple Watch is almost a phone these days and in my opinion it will be in a few years. That still won't mean most people would want to have just an Apple Watch or other smart watch as their primary device because of limited input options, but the fact that these devices exist is the reason why there is really no reason for a small phone any more.
