On a PC, there are not many programs that can read a braille file. You could open it in Braille Blaster, a free program from American Printing House for the blind. It is also a good program to convert word or txt files into brf. Section 7 of the Bard User Manual explains how to read braille files from NLS. Here is section 7.1, but you may want to read more. Almost all NLS braille materials downloadable from BARD are in contracted braille. To read a contracted braille book or magazine with BARD Mobile, you must set braille input and output to eight-dot and you must turn off single-letter Quick Nav. Even with eight-dot braille on, BARD Mobile will display your book or magazine in six-dot braille. You can turn eight-dot braille input on with dots 2-3-6-spacebar. You can turn eight-dot braille output on with 1-2-4-5-spacebar. Both of these can also be set from within braille on the VoiceOver settings menu of your iOS device. The command for toggling single-letter Quick Nav is spacebar with dots 1-2-3-4-5-7.
