I'm on iOS 12.4.1 and am still using and have access to all the same VDR voices I've purchased over the years. So don't know what to tell you. There was in fact a VDr update this morning that specifically mentions iOS 13 compatibility and nothing about losing or the continued loss of voices. I vaguely recall Winston the dev mentioning something about certain TTS's not being available, but that had to do with the vendor side and not with ioS. I think all that got cleared up so it ended up being nothing. I'm a paid Pocket user and have always had access to the option in the share sheet. I also use Lire and it shows up in every article there as well.
