Do you leave the unsent text in your messages app? If not, try leaving it there. I find that if someone has messages in my messages app, the message goes through. Also, apparently using the dictate option in the send message screen seems to work when using Siri does not.
This does seem to be a common problem as indicated in a whole string of posts on this topic recently.
