Hi,
As another poster said you can assign a gesture to that action or you can go
under voiceover settings and add vertical navigation to rotor. Once added
when on the first or 4th icon on your home screen or any page flick up when
rotor is set to vertical navigation and it'll take you there as well. Hope
that helps. Also do report that you're having the trouble to Apple
Accessibility. The issue is already known and escalated but the more word
they have of people encountering it the more it might move up the priority
list for a fix.
