With my iPhone 7 and 8 Plus, both now running iOS 13.1.1, I don't hear the new message tone when I first open the app and the messages come in. Well, let me clarify a bit here. Most often, I download the email to my blindness notetaker where it is set to delete the messages from the server, read the messages, and then open the email app on my iPhone to then permanently clear the messages from the trash.
So, when I would open the mail program on my iPhone running iOS 12.4, the trash folder would open, the messages would download, and the tone would then play. Now, with iOS 13, when the mail program opens on my phone, it opens to the inbox, which is usually empty. I then switch to the trash folder, the messages then download, but no sound plays. However, if in the meantime a new mail should come into the inbox on the phone, then the new mail tone will indeed play.
