it is not there. and tones do not show up as a feature under iTune's
purchase section. Yet, when I clicked the purchased button it states that I
have already bought it but I have yet to find it anywhere.

Open Sounds, and choose the option to select which sound you'll use for a
ringtone. YOu should find the one you purchased listed there.
