Than you are lucky, toggling Voiceover off and back on hasn’t fixed this once for me. The quickest and easiest way is to do a hard reset although I did two calls where I had an Audible book playing and I just asked SIRI to call somebody and that time after I hung up my book resumed playing and Voiceover was fine. I have to do this a few more times to see if this is actually a work-around for this, i.e. that this doesn’t happen if a book or music is playing before you start the call, maybe others can try it as well.
