It depends if you are upgrading. You say very little about your situation. If you just bought an iPhone 11 and you have a 6s plus, both phones will have separate backups in iCloud. I did not delete my backup when I bought my new iPhone until I sold the old one because the new iOS could have bugs like iOS 13 has now.
