Carolyn, if speaking rate is not on your rotor, you go to accessibility in settings, voiceover, then swipe right until you hear rotor. Once you are there, you will find speaking rate and if it doesn't say selected, double tap that and then it will be on your rotor or anything else you might want on your rotor, you would double tap to select that.
