The issue concerning third party keyboards isn't about external hardware keyboards. It's about software keyboards like FlickType. An alternate onscreen keyboard.

What is being reported on the FlickType list by those who have upgraded is that the FlickType keyboard problems still exist with iOS 13.1.3 but that in iOS 13.2 beta, the FlickType keyboard is working properly as in iOS 12.x. I personally am waiting to upgrade from iOS 12.4.1 until iOS 13.2 is officially released since I depend heavily on the FlickType keyboard for my iPhone input.
