To be clear, do you hear delete, then double tap, and find yourself at the top? If so, I have the same experience. Please report it to Apple Accessibility and describe it in detail. It may help to also fill out the feedback form at www.apple.com/feedback If you are flicking up and not getting the delete option, make sure the rotor is on actions before you do the flick. In my case, it happens most of the time when deleting, so I am convinced it is a bug.
