Are you able to manually open the message and double tap in the message field where you would normally reply? Then, you could use the dictate function with a two finger double tap to start and end dictation.
If you are on iOS 13 you may want to explore the Voice Control functions and see if that could help. These are guesses as I don’t dictate text messages.
